I had a 'stuttering' mouse a while back and I found a youtube video that said something to the fact about matching the amount of 'cores' in your processor to your mouse properties.

Search> misconfig.exe
click on the boot tab
click on advanced options
match the number of processors

misconfig = should read msconfig without the "I" :D

if in Advanced Options, "Number of Processors" is unchecked (box not ticked) and the No. 1 is shown and "greyed out", then the number of processors being used is automatic UNLESS deliberately selected.

you can check the number of cores being used by going to Task Manager (Ctrl/Alt/Del), choose Start Task Manager, click Performance Tab, and under CPU Usage History there will be the number of cores shown (number of graphs).

You don't need to be tech savvy to look at processes, click on the process tab at the top next to applications...then scan your eyes over to the memory tab, start looking down the list... the only thing that should be pulling more than 100,000K is your web browser which should not be open when your playing anyway. Links usually pulls around 75,000 k.
Do this when the game is lagging or being choppy.

If nothing is sucking up your memory, a reinstall is in order which only takes a few minutes

What type of video card do you have? Try adding the details to the videocard.txt file (especially if an nVidia or ATI/AMD card) and see if that improves things.
