offline play

Can someone explain to me how you play offline? I'm having a really bad problem with disconnections because of construction apparently that im told will last for a couple more weeks. It is getting very frustrating. I have cable and my internet is always on, so im not quite sure how to play the game offline. Seems pretty good this morning but its early, the bastiches prolly havnt started yet. Yesterday and Thursday was a joke, getting blips 2 or 3 times every hour. Thx.

When you open Links and when you get to the screen to begin game, click on game settings and choose play offline
